MINUTES OF MEETING OF HARDINGTON MANDEVILLE PARISH COUNCIL HELD ON TUESDAY 17th APRIL 2007 AT 7.30PM AT THE VILLAGE HALL

Members were reminded that the Council has a general duty to consider the following matters in the exercise of any of its functions - Equal Opportunities (race, gender, sexual orientation, marital status & any disability); Crime & Disorder, Health & Safety and Human Rights.

  1. APOLOGIES FOR ABSENCE were received from Cathy Bakewell, (County Councillor), Alan Cornelius and Jayne Jones (District Councillors).
  2. MINUTES OF MEETING HELD ON 20th MARCH 2007 (Already Circulated). (After correction of a spelling mistake – Community Land Trust) the minutes were approved and signed by the Chairman as a correct record.
  3. MATTERS ARISING FROM THE MINUTES
    1. Parish Website. Brian Dodd asked when the minutes of the recent planning meeting would be available. The Chairman explained that they would be signed at the next meeting.
    2. The Clerk reported that South Somerset Homes had not been willing to give the names of the people who had complained about the cardboard recycling bin but had asked them to contact the Clerk direct. The Clerk has not been contacted by anyone. It was agreed to ask Cathy Bakewell to talk to all the neighbours and get their views. The Clerk is to obtain a cost for hiring a cardboard recycling bin.
    3. Joining the Community Council for Somerset was discussed. Peter Bysouth felt it would be beneficial to the Village Hall for advice, etc. It was agreed to join but will be put on the agenda for the May meeting.
  4. DECLARATIONS OF INTEREST.
    There were no declarations of interest.
  5. DISTRICT & COUNTY COUNCILLORS' REPORTS (By invitation)
    1. The Chairman read out a report left by Alan Cornelius. The Senior Play and Youth Facilitates Officer (Robert Parr) had updated members with the current practice for inspection, maintenance and development. The old Bonsoir factory in Copse Road will be renovated to provide facilities for the growth of aerospace and advanced engineering, business start-ups and the creation of high value jobs in the District. The Secretary of State’s decision on The Government White Paper - Re-organisation of Local Government Structures was announced on 29th March. It concluded that the bid by SSDC for a Two Unitary scheme will not be proceeding to stakeholder consultation. SSDC had been given the Beacon Award for Neighbourhood and Community Champions. He again thanked the Parish Council on behalf of himself and Jayne Jones for the friendship over previous years.
  6. PLANNING MATTERS
    1. 07/01376/FUL Erection of a first floor extension over kitchen and a two storey extension to rear of White Thorn, Hill End for Dr D and Mrs A Edgerton. There were no objections.
    2. There were no further planning applications.
    3. There were no results of previous applications.
  7. FOOTPATHS
    1. Post Office to Moor Lane. The proposed adoption will be advertised and if no objections are received the adoption will go ahead.
    2. Path from North Lane to the Ridge. Malcolm White had inspected the lane. Robin Carpenter felt some large stone would be the best solution. Malcolm White agreed to obtain a quotation for the stone and to discuss with Bill Turner the best way of carrying out this work.
    3. A map showing the rights of way in the village and a questionnaire had been received from the Rights of Way Team. Robin Carpenter offered to complete this.
    4. Guidance notes on how to report a problem on a right of way had been received from the South Somerset District Council. The Clerk will advertise this in the Messenger.
  8. HIGHWAYS
    1. The Highway Services questionnaire was completed.
    2. Malcolm White reported that the resurfacing of the road to Hardington Marsh is not good. The old surface has been recycled. It was agreed to discuss this at the next meeting.
    3. The Clerk reported that she had reported the fallen tree at Dwelley Bridge and the loose manhole cover in the verge at Partway Lane. No reply to either had been received from the Highway Authority. The Clerk will chase this up.
    4. The Clerk had received a call from Mike Fear, Somerset Highways, to say that the drains in Wimborough Lane had now been cleared out.
  9. PARISH LENGTHSMAN SCHEME
    1. The Clerk had received a phone call from Mrs Ring to say that the stone the Lengthsman had used to fill in at the gate to the conservation field had in fact belonged to her brother Mr E Charles. This matter was discussed but it was felt that as the stone was on the verge of a public highway there was no further action to be taken.
    2. The Clerk had spoken to Elaine Peters who confirmed that the Lengthsman had completed the last list of jobs. She sees him on every other visit to the village. Work for this month was discussed and it was agreed to ask the Lengthsman to:
      • Repair the stile on the footpath from Pendomer Cross to Lyatts.
      • Clear out the pipe through the bank in the ditch opposite the sewerage works.
      • Dig out the mud at the back of the Church and put down scalpings.
      • The stile on footpath 10/23 at Hardington Marsh needs the footplate repairing.
      The Clerk to contact Roy Hodder and ask how much is included per year in the scheme for materials.
  10. AFFORDABLE HOUSING
    Peter Bysouth circulated information he had obtained on Community Land Trusts. To be discussed at the next meeting.
  11. RISK MANAGEMENT
    1. No items of Risk Management.
  12. FINANCE
    1. The Bank Reconciliation was agreed and signed by the Chairman. The comparison of figures will be discussed at the next meeting.
    2. Notification had been received of the Deed Storage charge of £20 from Nat West Bank.
    3. Allianz Cornhill Parish Council public liability insurance to be drawn at the next meeting.
    4. Notification had been received from the Audit Commission of appointment of Moore Stephens as the external auditor. The Clerk had spoken to Nick Lunt who had agreed to carry out the internal audit.
    5. The Clerk had received a timetable for the annual audit. Audit to be with the auditors by 30th June 2007.
    6. The Clerk had carried out 19.25 hrs in the previous month.
    7. A cheque was drawn for £318.34 for the first instalment of the Parish Lengthsman scheme.
  13. PARISH PLAN
    1. A cheque was drawn from the Parish Plan grant for £50 to be handed to Nick Lunt to be used as a cash float.
    2. The Clerk had received a request for payment of expenses from the Parish Plan grant. These had been authorised by the treasurer Nick Lunt and therefore cheques were drawn payable to Daphne Creed for £40.08 and Elaine Peters £18.41.
  14. CORRESPONDENCE
    The Community Contact vehicle had been in the village on 11th April and an emailed questionnaire regarding the Community Contact vehicle will be completed. A letter from the department of Constitutional Affairs concerning memorial Duty will be passed to the Church. Somerset County Council had written asking for 3 projects which could be implemented this year and 3 longer term projects. To be discussed at the next meeting. Details of seminars on the Gambling Action had been received from SSDC. David Beckley agreed to attend. Notification of the election results showed that the election was uncontested and David Beckley will be joining the Council. The MG Classic car trials will be coming through the village on 21st April. The Parrett Catchment Project questionnaire will be completed at the next meeting. All other correspondence was circulated.

    No items of report.
