MINUTES OF MEETING OF HARDINGTON MANDEVILLE PARISH COUNCIL HELD ON TUESDAY 18th MARCH 2008 AT 7.30PM AT THE VILLAGE HALL |

PRESENT
Peter Bysouth, Kevin Margetts, David Beckley and Bill Turner .
IN ATTENDANCE
Diane Howes (Clerk), Cathy Bakewell (County Councillor), Shaun Travers of Boon Brown, Architects and 7 members of public.
Before the meeting started member of the public were asked if they wished to speak. Ken Dare wished to make it known that he objected to the way the precept was spent and how he could make these objections known. He was asked to write to the Clerk and the matter would be discussed at the next meeting.
Clive Wareham reported potholes at the junction of Wimborough Lane and Partway Lane and another just below Burley at Coker Hill. He also presented photographs of The Stables at Coker Hill showing scaffolding and a sign-painted van which seemed to indicate that a business was being carried on from the premises. As this is in contravention of the planning consent the Clerk was asked to contact the Enforcement Officer.
- APOLOGIES FOR ABSENCE: Malcolm White, Rob Lloyd, Hannah Lefeuvre and Lesley Boucher (District Councillor).
- MINUTES OF MEETING HELD ON 19th February 2008 (Already Circulated). The minutes were approved and signed by the Chairman as a correct record record.
- DECLARATIONS OF INTEREST.
There were no declarations of interest. - MATTERS ARISING FROM THE MINUTES
- Parish Website. The Pre-School website has been linked to the main site. The changes to refuse collection are on the website. Brian Dodd said that four times as many people looked at the website recently as compared with a year ago.
- Parish Plan. David Beckley circulated a proof copy of the final Parish Plan.
- Parish Project. A letter had been received from SCC saying the bid for a grant for work to the footpath from North Lane to the Ridge had been unsuccessful. Cathy Bakewell explained that this was probably because there was no Parish Plan. She felt that Alice Knight of the Community Council has funds which might be available for this project.
- Proposed Recreation Field. Peter Bysouth read a letter from the Highway Authority which stated that they would be unlikely to support the proposed recreation field. Robin Carpenter felt these objections should be challenged. Peter Bysouth felt there may be a need to decide what exactly the land would be used for.
- DISTRICT & COUNTY COUNCILLORS' REPORTS
Cathy Bakewell read a report sent by Hannah Lefeuvre in which she said that SSDC has won a National Charter for Member Development (similar to Investors in People) for the quality of training provided for members. The SSDC Sport and Active Lifestyles team won a national award from the Institute for Sports, Parks and Leisure for their work with in promoting active and healthy living. There is funding available to develop classes in communities. Report on results of the first Area South community forum on 31st January 2008. This was a very successful event, attended by 45 representatives from local community groups. The top 3 services voted were: Countryside, Waste and Recycling, Area Development and Grants.
Cathy Bakewell had nothing further to add.
- PLANNING MATTERS
- Mobile Home at Gillards, Lyatts. The Planning Officer had confirmed that this is permitted development.
- 07/04544/FUL Gillards, Lyatts. Notice of appeal has been received against the decision to refuse this application.
- 08/00881/FUL Alterations and erection of an extension to dwelling (re-submission) Lyatts Cottage for Mr and Mrs Burden. The Parish Council had no objection to this application.
- 07/05595/FUL Alterations and the erection of a two storey extension to Poachers Lodge, Moor Lane for Mr and Mrs Wilson. This application has been withdrawn.
- 08/00957/FUL Erection of replacement porch at Crossways, Hill End for Mr and |Mrs Wadsworth. The Parish Council had no objection to this application.
- Results of previous applications:
There were no results. - Peter Bysouth had attended the Planning Workshop. Local development framework is coming in to replace local plans. These would be more flexible and adaptable to change than local plans. Parish Councils will be consulted. Nationwide planning application forms are to be introduced and applicants are being encouraged to submit applications electronically. If no response is received concerning planning applications or problems Simon Gale should be contacted. Better communication with Parish Councils is hoped for.
- AFFORDABLE HOUSING
- Mike Bickerton had attended a meeting at Verwood instead of Rob Lloyd and this report was circulated. Cathy Bakewell said that a questionnaire would be received shortly by the Parish Council which, amongst other things would ask Parish Council to identify land for development.
- FOOTPATHS
- a) The Clerk had contacted the Highway Authority who have no objection to the Lengthsman fitting extra rails on the bridge on the footpath from Moor Lane to the Post Office.
- A reply had been received regarding the gate into Windmill and no further action will be taken.
- A new gate had been fitted on the footpath below Windmill Hill.
- Robin Carpenter has spoken to the landowner concerning horses being ridden along the footpath at Moor Lane and he confirmed that no-one had asked for permission to ride here. Robin Carpenter will put a notice in the Messenger concerning this and the situation will be monitored.
- HIGHWAYS
- A letter had been received from SCC re their pinch points survey.
- A letter had been written to the Highways Authority about leaking water at Primrose Hill and other drains in the village.
- Robin Carpenter mentioned a pothole on the North East side of the grass triangle at the top of North Lane. Also a fire hydrant is broken outside Midway. Clerk to report.
- The Clerk was asked to contact the Highways Authority for a revised quotation for supply only of the new village sign.
- PARISH LENGTHSMAN SCHEME
- The Lengthsman had confirmed that this month Stan Turner would be digging out the ditch on the Eastern edge of the footpath from Moor Lane to the Post Office.
- In addition to work mentioned previously the Lengthsman will also be asked to strim the footpath adjacent to The Moorings. Clerk to ask landowner if the Lengthsman could also put some stone either side of the Northern stile. Robin Carpenter suggested clearing mud in Wimborough Lane and drains south of the junction of Wimborough Lane and Partway Lane and also opposite the sewerage works. The Pre-school has received grant aid and received permission from the Village Hall Committee to paint the Northern boundary wall at the Village Hall (between the pillars only). The Lengthsman to be asked to carry out this painting. Peter Bysouth asked if the drain at Whippie’s Knap could be cleared.
- Work to the footpath from the Ridge to North Lane will be left for the time being.
- Minutes of the meeting held on 15th January were circulated.
- RISK MANAGEMENT
- Leaflets received from SSDC regarding signs and posters to be circulated to local groups.
- Information on data protection was circulated.
- The notice board at the Moor is getting in a poor state of repair. To be discussed at the next meeting.
- FINANCE
- The Clerk confirmed that she had worked 16.25 hours in the previous month.
- A letter to the Inland Revenue re Clerk’s salary paid in 2007/08 was signed by the Chairman.
- A letter to the Inland Revenue re Clerk’s salary to be paid 2008/09 was signed by the Chairman.
- A cheque was drawn in the sum of £35 for renewal of the Data Protection.
- A cheque was drawn for £435.48 for Clerk’s salary of £428.75 and expenses of £6.73.
- A cheque for £131.36 was drawn for renewal of the SALC affiliation.
- CORRESPONDENCE
- Warnings had been received concerning valuables being stolen from sports changing rooms, etc, bogus tarmac operatives and revised collections form refuse. Clerk to advertise in the Messenger.
- SSDC had invited Councillors to attend Core Strategy ‘Issues and Options’ Stage Public Consultation Presentation workshop. No expressions of interest.
- South Somerset Climate Action had written asking if the Parish Council would agree to being put on a database in order to receive information. Clerk to reply expressing interest.
- The SSDC Community Play Officer had written asking to attend the next Parish Council meeting. Clerk to reply inviting him.
- Details of a Playground Management course organised by SSDC at a cost of £85 had been received. Clerk to write asking if there is any further information.
