Peter Bysouth (Chairman), Bill Turner, David Beckley and Rose White.

None. - MATTERS ARISING FROM THE MINUTES
- Richard Thorne and Roy Hodder will be attending the May meeting.
- Model Publication Scheme - Completed as per Clerk's Recommendations. Two outstanding items see Finance
- DISTRICT & COUNTY COUNCILLORS' REPORT
None - PLANNING APPLICATIONS
- Planning applications received – Application No 10/01084/FUL Applicant Mr M Pease for the erection of a two storey extension to rear of dwelling house at Hill End Cottage, Hill End, Hardington Mandeville. No objections raised.
- Any planning applications received after publication of this agenda. Application No 10/01351/FUL Applicant Mr Bugler for the erection of a replacement conservatory at Moorlands, Moor Lane, Hardington Mandeville. No objections raised.
- No results of previous applications had been received.
- Noted - Yeovil Sports Zone Stakeholder Workshop on 22nd April 2010.
- HIGHWAYS
- Rob Lloyd reported that David Durrant from Somerset Highways has been very helpful regarding potholes and other highways issues.
- He noted that the pot holes along Old Track have been filled.
- He will ask Highways to strip patch road over the bridge before post office.
- He is hopeful that North Lane will be resurfaced this year.
- He will ask Somerset Highways about the stones that have been placed on the verge outside Lyatts Cottage. Concern has been expressed over whether they are a hazard as they stop cars pulling off the road to allow traffic to pass.
- PARISH PLAN
- Proposed Recreation Ground at North Lane – Covered by Report from Vanessa May from the RG working party (See Annual Assembly minutes)
- Welcome Pack – The Chairman apologised to David Cleaton for the delay in moving forward with this. David agreed to continue and produce the Welcome Pack as proposed and for a copy to be placed in the Village Shop, the Village Hall and on the website. In addition all new residents in the village will receive a pack. The Clerk was asked to provide David with updated details of Parish Councillors where necessary. The clerk was asked to include web site details in every issue of the Messenger.
- RISK MANAGEMENT
- Freedom of Information Model Publication Scheme - The Clerk reported that there are two outstanding items a) Risk Management Plan and b) Annual Financial Risk assessment.
- Peter Bysouth reported that SALC has tailored the Model Standing Orders to suit Parish Councils. He and Clerk will agree their format for HM PC.
- Co-option of New Councillor – One application for co-option has been received from Vanessa May. Rose White proposed that she be co-opted, seconded David Beckley, vote unanimous.
- FINANCE
- Noted - Notice and Advertisement of Annual Audit for YE 31st March 2010 has been posted 16th April 2010. Audit to be returned by 1st June 2010.
- Noted - Precept received £15000 - 9th April 2010.
- Quarterly and Year End bank reconciliation was noted, agreed and signed by the Chairman.
- Noted - Final Budget Analysis 2009/2010.
- Noted - Donation from Cllr Cathy Bakewell. £1000. Clerk requested to write to Cathy asking if she wished this money directed towards any particular project.
- Subscription to Community Council for Somerset -£30 Resolved Proposed Peter Bysouth seconded David Beckley. Vote unanimous.
- Parish Lengthsman Scheme second payment £336.09 Resolved Proposed Peter Bysouth seconded David Beckley. Vote unanimous.
- Parish Council Insurance Renewal due 1st June 2010. Premium £268.88. Last year’s premium £249.37 (7.5% increase) Clerk advised PC that trying to negotiate lower premium. Agreed that this would be considered at the May meeting.
- Noted - Confirmation of Clerk’s hours for March (28.5hrs) Peter Bysouth advised that the Clerk’s final salary calculation for 09/10 could now be completed, taking account of holiday and extra hours in March. He will agree method with SALC and Clerk will produce a Performa to be use in future years.
- FOOTPATHS
- Noted - Letter from SCC – Agreement which delegated maintenance of public rights of way to SSDC ended 31st March 2010.
- Sewage effluent in ditch on Southern boundary of paddock behind church. Noted that a problem may exist. Bill Turner will check that his effluent pump is working properly and will keep it under review.
- No report received from Footpath Representative as not present.
- PARISH LENGTHSMAN SCHEME
- Noted – Minutes from Lengthsman Meeting Tues 23 rd Feb received and circulated in correspondence wallet.
- Work carried out in March. None – day to be carried forward.
- Work for this month. Work carried out 9th and 12th April noted.
- CORRESPONDENCE
- Noted - Letter received from Daphne Creed thanking the Parish Council for nominating her for Somerset County Council Chairman’s award for Services to the community.
- MATTERS OF REPORT & ITEMS FOR NEXT MEETING
- Chairman - nothing to report.
- Councillors – nothing to report.
- Clerk – Notice board at Moor has been completed. Clerk to write letter of thanks to Mr Ahern. Clerk asked to add state of back board of notice board at Hardington Marsh to May agenda.
