Robin Carpenter (Chairman), Peter Bysouth, Malcolm White, David Beckley, Rose White and Vanessa May.

Before the meeting commenced there was an opportunity for the public to speak.

- The minutes were approved and signed.
- DECLARATIONS OF INTEREST.
There were no declarations of interest referring to this meeting. - MATTERS ARISING FROM THE MINUTES
- Cathy Bakewell has confirmed that no acknowledgement forms are required regarding her donation from the Community Budget. She has requested that it be used for the Recreation Ground Project.
- The Clerk has obtained confirmation that SALC are happy with the final pay calculation. They appear to follow the National Agreement and are clear.
- There were no other matters arising.
- DISTRICT & COUNTY COUNCILLORS' REPORT
Lesley Boucher informed the council that following the decision for SSDC and East Devon District Councils to share a Chief Executive along with other cost saving initiatives, councillors from SSDC had attended a joint integration meeting with East Devon District councillors and had taken a tour of the East Devon region. She also reported that she had visited the site of the new ‘urban village’, on the Foundry site in Yeovil and the Lyde Road ‘key housing’ site where 600 new homes are being constructed. She reported that a project aimed at 6th form students, allowing them to shadow a councillor and find out about local government and the workings of democracy, had come to an end with the students giving excellent presentations on what they had learnt from the scheme. She also reported that she had attended a finance meeting where councillors had taken part in an exercise to cut £1.8m from the council budget. She stressed that no final decision about cuts would be made until after the budget.

- Planning applications received -
Application No 10/01680/FUL Mr T Cousin for the erection of a front porch to dwelling house, Clydach, West Coker Hill, West Coker, Yeovil, Somerset.
Application No 10/ 02075/FUL Mr M Woodcock for the installation of an air source heat pump at Lamorna, Grove Farm Lane, Hardington Marsh, Yeovil, Somerset. No objections were raised to either application. - No planning applications were received after publication of this agenda.
- Results of previous applications. Application no 10/01084/FUL erection of a two storey extension to rear of Hill End Cottage, Hill End, Hardington Mandeville, permission granted. Application no 10/01651/FUL erection of replacement conservatory at Moorlands, Moor Lane Hardington Mandeville, permission granted.
- Lyatts Cottage - outstanding planning requirements. No further developments.

- HIGHWAYS
- Report from Highways Representative. Rob Lloyd reported that:
- Cameras are to be put down the drains on Primrose Hill to try and find out why they keep blocking.
- A new gritted surface may be applied from A30 (White Post) to village.
- Repairs are to be made to the edge of Primrose Hill.
- Major patch is to be done on the collapsed repair at the junction of Broad Lane in the East Chinnock Parish.
- The collapsed verge on Wimborough Lane is to be repaired.
- Reported that David Durrant was unaware of the previously reported problems in obtaining salt. Also that any salt bags that are delivered in the future will be split down their length to make it more difficult for them to be stolen. (Nearly all the extra bags delivered during the bad winter weather were taken.) Suggested that a bin should be placed on the High Street. Robin Carpenter asked the clerk to investigate the cost of salt bins for the High Street and Elliot’s Hill.
- Bishops Lane has new drains.
- Repeated that North Lane is to be done at some future date.
- Report from Highways Representative. Rob Lloyd reported that:
- PARISH PLAN
- Proposed Recreation Ground at North Lane – Rose White reported that there had been no further movement but that she and the Clerk have a meeting with the planner dealing with the application 17th June. She also reported she had attended a meeting to wind up a committee that had been established in 1994 to raise money for the recreation ground project. A cheque for approximately £300 was presented to the Parish Council to go towards the new fund raising effort. The Clerk was asked to produce a letter of thanks for Robin to deliver to Jane Blomfield. No further recreation ground meetings will take place until the application has been submitted and decided on.
- Welcome Pack. Draft Document. The final document has been completed and all councillors have been asked to comment on its content. Council shall resolve to adopt the welcome pack at the next meeting.
- RISK MANAGEMENT
- Freedom of information - Model Publication Scheme. Outstanding items a) Risk Management Plan and b) Annual Financial Risk assessment. The Clerk reported that (b) is nearly complete but (a) remains outstanding.
- New Model Standing Orders. Draft document received from SALC. Peter Bysouth has identified all the items that need to be amended and voted on. The Clerk and Peter Bysouth will produce a document showing all the amendments needed. A meeting date has been set for this.
- RESOLVED to add Vanessa May as an authorised signatory - Proposed David Beckley, seconded Malcolm White.
- RESOLVED to remove Rob Lloyd from the approved list of signatories. Proposed Rose White, seconded Robin Carpenter.
- FINANCE
- RESOLVED Salary payment for clerk to cover April, May and June £462.00 plus expenses of £62.22. Proposed Robin Carpenter, seconded Peter Bysouth.
- NOTED Confirmation of Clerk’s hours for May (18.5 hours).
- RESOLVED to allow Clerk to raise a cheque for the planning application as the need arises - £167.50. Proposed Rose White, seconded David Beckley.
- FOOTPATHS
- NOTED email from Wilf Baker complaining about the state of the stile in the North East corner of the field behind the Moorings & Woodlands. Robin Carpenter will report this to SCC.
- Report from Footpath Representative. Robin Carpenter suggested that the field path on footpath Y 9/4 be cut following the line of the path and not the line actually walked. This is to try to avoid the problems that arose last year where a large section of maize was cut by SSDC. Robin Carpenter has produced some signs to attach to the stiles at either side of the field clearly showing the line of the path.
- PARISH LENGTHSMAN SCHEME
- NOTED Work carried out in May.
- Work for this month:
- Strimming- phone box area and triangle area again if necessary.
- Remove earth from outside badger sett at top of Primrose Hill.
- Strimming steps along Barry Lane at Y10/20.
- Strimming shop path to Moor Lane.
- Footpath at the Moorings – Cut back nettles and brambles to allow easier access.
- Cut back hedges at Y10/19 at the top of the village. Path leads from Penn Lane to Bishops Lane.

- Correspondence to be circulated.

- NOTED 2011 Census Handbook has been included in correspondence to be circulated.
- NOTED South Somerset Together’s AGM Wed 16th June 6.30pm – 8pm Long Sutton Golf Club. Clerk to request a copy of the minutes.
- MATTERS OF REPORT & ITEMS FOR NEXT MEETING
- Chairman had nothing to report.
- Councillors- Peter Bysouth reported that he attended the Annual Meeting Area South Town and Parish Councils: very informative meeting.
- Clerk advised that Jane Woodcock has agreed to take the minutes at the next meeting and that she will liaise with her on this. Also requested that when Parish Councillors are signing cheques, that the attached paperwork is always signed at the same time to show that the calculations have been checked and agreed.
