MINUTES OF MEETING OF HARDINGTON MANDEVILLE PARISH COUNCIL HELD ON WEDNESDAY 3rd JANUARY 2007 AT 7.30PM AT THE VILLAGE HALL

Members were reminded that the Council has a general duty to consider the following matters in the exercise of any of its functions - Equal Opportunities (race, gender, sexual orientation, marital status & any disability); Crime & Disorder, Health & Safety and Human Rights.

Peter Bysouth, Robin Carpenter, Bill Turner, Kevin Margetts, Malcolm White and Rob Lloyd.

1. APOLOGIES FOR ABSENCE There were no apologies for absence.

Before the meeting commenced members of the public were invited to comment.

Peter Smith wished to speak about 3a). He said that whilst some of the worst fears envisaged when the original application was approved have not materialised. However the site is not in keeping with the surroundings. Approval for gypsies is an exemption to travel in connection with their business for economic purposes. He felt that the accommodation does not support this as the 'mobile homes' are in fact fixed. Whilst he supported the need for a stable base for the children he felt that this need could be satisfied elsewhere within the village. He also felt that the amount of external lighting on the site was excessive and not in accordance with the planning consent.

2. DECLARATIONS OF INTEREST There were no declarations of interest.

3. PLANNING MATTERS

a) 06/04173/FUL Siting of 2 gypsy mobile homes and 2 touring caravans (renewal of temporary permission 02/02623/FL) and the erection of 2 storage sheds (GR 350409/112424. Land OS 4245 Partway Lane Hardington Mandeville for Mr and Mrs Small.
Peter Bysouth read the conditions attached to the original approval. Robin Carpenter said that he had already emailed his personal views to SSDC. Rob Lloyd queried if a further approval of temporary permission would make the approval more permanent. It was confirmed that the Planning Office has been told not to renew a temporary permission more than twice. Peter Bysouth pointed out that whilst the letter from the SSDC to the Parish Council stated renewal of temporary approval, the application asked for full planning permission.
After lengthy discussion it was agreed that the Parish Council would object to this application because:

  1. There was no evidence of travelling for economic purpose.
  2. The dwelling is not as described as a mobile home but is a fixed building and therefore the mobile homes are clearly not used for travelling. These are effectively permanent buildings on the site.
  3. There is evidence that a business is being carried out on site which is contrary with the 106 Agreement.
  4. The lighting is intrusive and excessive and not in accordance with condition 10 of the original approval. The Clerk was also asked to state that if the Officer is minded to approve this application as a delegated matter then the Parish Council wish to be informed immediately in order that they can contact their district councillor to arrange for it to be brought before the full Planning Committee.

b) 06/03686/FUL Erection of a conservatory at 4 Broadstone Villas, High Street, Hardington Mandeville for Mr and Mrs Peters. The Clerk informed the Parish Council that this application has now been withdrawn.

c) 06/04555/FUL Erection of a conservatory (Revised application (GR 351139/111694) 4 Broadstone Villas, High Street, Hardington Mandeville for Mr and Mrs Peters. There were no objections to this application.

4. AOB
The Chairman asked if a parish councillor could attend a Parish Lengthsman Scheme meeting at East Coker on 9th January 2007. Rob Lloyd will attend.

5. CLOSURE
There being no other planning applications the meeting ended at 8.40 pm.
